Bomb's away?

This image comes via a contributor who spotted it “across the street.” His commentary is apt:

“Ladders set up? Check.

“Scaffolding up? Check.

“Planked platforms? Check.

“Cinder blocks balanced two stories above the ground for no apparent reason? What?”

Of course, we Navy types know what those blocks were for. The worker wanted to be able to repel boarders.
